For years, public financial management reform in Africa has been measured by the strength of new policies, frameworks, systems and institutions.
But there is a harder question now facing governments across the continent: What difference are those reforms actually making?
Are they improving fiscal discipline? Are public resources being managed more transparently? Are institutions becoming more resilient? And, ultimately, are citizens seeing better public services and greater value from public expenditure?
These are the questions that will shape the 4th AAAG PFM Convention, as Africa’s public finance community gathers in Eswatini under the theme: From Reform to Results: Driving Accountable, Impactful and Resilient Public Finance in Africa
Organised by the African Association of Accountants General (AAAG) in collaboration with the Office of the Accountant General of the Kingdom of Eswatini, the Convention will bring together senior public finance leaders, policymakers, development partners, academics, private-sector innovators and practitioners from across Africa and beyond.
A new chapter for Africa’s PFM agenda
Africa has made significant investments in public financial management reforms. Governments have strengthened budget systems, modernised treasury operations, adopted new financial reporting standards, expanded digital systems and introduced reforms designed to improve accountability and fiscal governance.
The next phase of Africa’s PFM journey must be about implementation, institutionalisation and impact.
That is the premise behind this year’s Convention.
The 4th AAAG PFM Convention will examine how governments can move beyond reform design and compliance towards public finance systems that produce measurable improvements in fiscal governance, transparency, accountability, service delivery and economic resilience.
It is a conversation that comes at a critical moment for the continent, as governments confront tighter fiscal space, rising debt pressures, evolving digital technologies, climate-related risks and growing expectations for transparency and accountability.
Where policy meets practice

The Convention is designed not simply as a forum for discussion, but as a platform for practical exchange.
Its programme will feature high-level policy dialogues, plenary sessions, technical discussions, exhibitions and networking engagements, creating space for participants to examine what is working, what is not, and what can be replicated or scaled across different African contexts.
Key areas of discussion will include:
- Digital transformation and innovation in public financial management
- Artificial intelligence and emerging technologies
- Fiscal resilience and debt sustainability
- IPSAS implementation and public sector financial reporting
- Transparency, accountability and anti-corruption
- Detection and prevention of illicit financial flows
- Sustainable and climate-responsive public finance
- Strengthening institutional capacity and public financial governance
The underlying question will remain the same: how do we turn reform ambition into results?
The Accountant General at the centre of change
The Convention also comes at a time when the role of the Accountant General is changing. No longer confined to traditional accounting, reporting and financial control functions, Offices of Accountants General are increasingly central to national efforts to strengthen fiscal credibility, improve financial governance, manage risk, modernise public systems and support better decision-making.
The 4th AAAG PFM Convention will provide an opportunity for these institutions to share experience, examine emerging challenges and explore how they can play an even more strategic role in shaping Africa’s fiscal future.
A continental meeting point
The Convention has grown into a significant platform for Africa’s public financial management community. The previous edition in Accra, Ghana, brought together more than 1,500 delegates from across the continent, including senior government officials, public finance leaders, development partners and professional institutions.
The 2026 edition in Eswatini is expected to attract more than 2,000 participants, bringing together the people and institutions shaping public finance reform across Africa.

The message of the 4th AAAG PFM Convention is clear: Africa does not need more reform for reform’s sake. It needs reforms that work, institutions that deliver and public finance systems that create measurable value for citizens.
That makes this more than another conference on public financial management.
It is an opportunity for the people responsible for Africa’s public finances to take stock of what has been achieved, confront what remains unresolved and help define what comes next.
