This Model Public Financial Management Act provides a non-authoritative harmonised legislative framework that AAAG member countries may adapt when drafting, reviewing or modernising national PFM legislation. It establishes a benchmark for lawful, transparent, accountable, planning-linked and sustainable management of public resources.
The model is country-neutral. It recognises common law, civil law and mixed legal traditions across Anglophone, Francophone and Lusophone Africa. Countries should adapt institutional names, authorising officer arrangements, public accountant arrangements, audit institutions, fiscal year dates and legal terminology to their constitutions and administrative systems. The model draws from the Drafting Guidelines and comparable benchmarks.
