A strategic public financial management (PFM) leader driving the African Association of Accountants General’s (AAAG) continental agenda on transparency, accountability, and digital transformation. As Technical Director, Bruce leads strategic initiatives for IPSAS adoption, digitalisation of Government Financial Management Systems, and institutionalisation of high-quality, transparent financial reporting. He also oversees the design of technical toolkits, knowledge resources, capacity-building programs, research initiatives and partnerships with stakeholders to strengthen fiscal governance across member states. Through technical thought leadership and strategic partnerships, Bruce has contributed to positioning AAAG as Africa’s leading authority in public sector financial governance.
Previously Head of Research and Consultancy at Zambia Centre for Accountancy Studies, Bruce delivered innovation and institutional growth, achieving 1,000%+ revenue expansion in one year, while overseeing strategy execution, enterprise risk, and business development. At the Zambia Institute of Chartered Accountants, he provided national thought leadership on standards, Spearheaded the introduction of IPSAS in Zambia, steered stakeholder engagement with the Ministry of Finance and Parliament, and advanced major PFM reforms. His consulting portfolio spans the World Bank, Government Departments, Audit firms, and Corporate Entities, covering audit quality reviews, IFRS/IPSAS advisory, and business process improvement. As a Finance Director, Bruce led financial strategy, performance management, and capital raising efforts, including a bankable document that secured US$50m from BADEA for water network expansion. He has also lectured part-time in International Financial Management, Management Accounting, Taxation, Public Sector Audit, Advanced Auditing, and Financial Reporting at three Universities.
