AAAG releases a Model PFM Act, 2026 which provides a harmonised framework that member countries can adapt when drafting or modernising national PFM legislation.
The Model Act promotes lawful, transparent, accountable and sustainable management of public resources, while allowing countries to tailor the framework to their own legal and institutional systems.
It brings together planning, fiscal responsibility, budgeting, revenue and treasury management, debt and fiscal risks, accounting, audit, transparency and parliamentary oversight within one coherent framework.
Drawing on recognised international and African PFM standards and experience, it provides countries with a practical reference for stronger fiscal discipline, better accountability and improved management of public resources.
